The flood of water coming from the mouth of the dragon in Revelation 12:15 has many layers of meaning, some of which have played out to the present time. That is because water itself can signify the word of God (Ephesians 5:26), or the nations of the world (Revelation 17:15), or the outpouring of the Spirit (Joel 2:23).
The “flood” in Revelation 12:15 can also suggest a connection to the flood in the days of Noah. The dragon attempted to destroy the seed of the woman, even as Noah’s flood took many lives on earth. But the antidote is the flood of the Holy Spirit, which puts the Spirit back into man. So also, when “the earth helped the woman” (Revelation 12:16), we could see this in terms of the outpouring of the Holy Spirit and the revelation of His word.
Our question in 2013 was how this flood situation would actually play out in the particular context of our Cosmic War. We were led to hold a second prayer campaign—an extension of the Cosmic War—from February 17 to March 18, 2013. March 18, in particular, was of interest, because of a revelation from 1986, “March 18 I set you free.”
A Second Flood in St. Paul
The streets of St. Paul, Minnesota were flooded early in the morning of February 9, 2013, just a month after flooding had occurred in Minneapolis.
An underground water main ruptured in downtown St. Paul late Friday, Feb. 8, sending an estimated 1.75 million gallons of water coursing through the streets of Lowertown, disrupting service and prompting the city to test the area’s tap water.
The break in the 20-inch, 61-year-old main occurred around midnight on Wall Street, between Fifth and Sixth streets, with water cascading down Wall and Broadway streets toward Kellogg Boulevard for two hours.
Hence, the Twin Cities were both hit with flooding within a month of each other. The flood in St. Paul occurred “around midnight on Wall Street.” This appeared to be a sign of things to come in New York City’s famous Wall Street. It suggested that financial disruptions might occur soon. But it also suggested a connection to the Vatican, because both Rome and St. Paul are built upon seven hills. In fact, St. Paul’s cathedral in St. Paul is a smaller replica of St. Peter’s basilica in Rome.
Two days after the flooding in St. Paul, Pope Benedict announced his resignation/retirement.
Pope Benedict Retires
On Monday, February 11, 2013, Pope Benedict XVI announced that he was resigning from his position, effective February 28. He was the first pontiff to do so in 600 years.

On the same day, lightning hit the Vatican twice—an ominous sign.
The flood in St. Paul just two days earlier made it clear that the signs were pointing to Rome and the Vatican itself.
Peter the Roman
Benedict’s resignation was of great interest to us in that he was the last pope in the long list that was prophesied by St. Malachy in the year 1140 before the coming of “Peter the Roman.” This final pope, called “Peter the Roman,” was the one under whom “the seven-hilled city will be destroyed and the dreadful Judge will judge the people.” Presumably, this “seven-hilled city” was Rome itself.
Benedict was the 111th pope in the list of St. Malachy, and Peter the Roman was the 112th. The Catholic Encyclopedia comments on this, saying,
“It has been noticed concerning Petrus Romanus, who according to St. Malachy’s list is to be the last pope, that the prophecy does not say that no popes will intervene between him and his predecessor designated Gloria Olivae. It merely says that he is to be the last, so that we may suppose as many popes as we please before ‘Peter the Roman’.”
There is some degree of vagueness in the prophecy, but time proves all things. Pope Francis may be the final pope, or perhaps another will fulfill the prophecy. Likewise, we cannot say for sure how the seven-hilled city will be destroyed. Does this refer to physical destruction of Rome? Does this refer to the end of the Vatican as a religious order?
Perhaps the most striking feature of Malachy’s prophecy is that it implies that Rome is NOT “The Eternal City,” as so many have called it. Malachy actually agrees with Augustine, who wrote The City of God, showing that the true City of God was a spiritual city, the heavenly Jerusalem and not Rome itself.

The fall of Rome shocked many Christians at that time, because they thought that God would never allow such a thing. No doubt they were as shocked as the Jews were when God allowed the Babylonians to destroy Jerusalem many centuries earlier.
On March 12, 2013 the papal conclave met to elect a new pope. The next day Cardinal Jorge Bergoglio of Argentina was elected, and he took the name Pope Francis. His formal inauguration mass was held on March 19.
The movie, Olympus Has Fallen, was to be released in the USA on March 18, which was the end of our Part 2 prayer campaign. The revelation, “March 18 I set you free,” appeared to refer to the fall of Olympus—the White House, originally called “Rome.”

The plot of the story centers around the White House, called “Olympus,” which is a reference to the mountain home of the Greek gods. Olympus has become a symbol of governmental power, especially for the rich and powerful who think of themselves as gods and “Olympians.”
The coincidence of events suggests the fall of Rome, especially because the White House was built upon property that was owned originally by a man named Francis Pope.
“The deed, dated June 5, 1663, is in the name of Francis Pope, and sets out the basis for a survey and granting of a strip of land called Rome, bounded by the inlet called Tiber.” (The Secret Architecture of Our Nation’s Capital, by David Ovasson, page 8)
Again, Ovasson writes,
“In 1663 the owner of this tract of land had been one Francis Pope. It has been suggested that Pope was slyly joking with his own name when he called the hill Rome—and the inlet marking the western boundary of his land the Tiber, after the famous river of the ancient city. That may have been the case, but local tradition twisted the story into something altogether more marvelous. From such tradition, we learn that Francis Pope had the power of prophecy: he predicted a more mighty capital than Rome would occupy the hill…” (p. 8)
What are the odds that two days before Benedict announced his resignation, there would be a flood on Wall Street in the seven-hilled city of St. Paul? What are the odds that the final pope in the prophecies of St. Malachy would take the name Francis and that our nations’ capital would be built upon land originally deeded to Francis Pope?
There are so many prophetic implications to these events that it is not possible to treat them fully here. The bottom line is that the signs in 2013 pointed to financial difficulties (“Wall Street”), to the destruction of Rome (“the seven-hilled city”), and to the downfall of the self-styled Olympians who rule the world under Mystery Babylon. The election of Pope Francis connects to Washington D.C. itself, owned originally by Francis Pope.
The rise of the saints, then, was being matched by the fall of the final form of the beast in the Babylonian succession of empires. The fourth beast with “teeth of iron” (Daniel 7:19), that is, the Roman Empire, fell in 476 A.D. Its extension, the little horn, was papal Rome, supported by the Eastern Roman Emperor in Constantinople.
The little horn in Daniel 7:20 is seen again in Revelation 13:1, 2, 5, but John takes the prophecy a step further. John sees two beasts, one from the sea and the second from the earth. The beast from the sea is the so-called “Holy See” and is represented by the symbol of water. The beast from the earth is a financial beast and has to do with the rise of the modern banking system at the time (1798) when the beast in Rome received its fatal head wound from Napoleon. That wound was healed in 1804 when a new pope was reinstated.

In 2013 we saw signs of the impending collapse of Babylon, Rome, and the financial system. Hence, even though the Superbowl showed that we lost the Cosmic War, the second part of this War foreshadowed our victory over the beast systems. Nonetheless, these were just signs in 2013. The divine mandate given to the beast system would not expire until 2017, and even then, it would take time for Babylon to fall.
The saints were still rising, and the signs were beginning to make clear who was on which side of this battle. Both the US Government and the Vatican, as institutional powers, are part of the Babylonian system that is being overthrown. Neither will survive when the dominion is given to the saints of the Most High.
